At various times each year Kerala has one of their over the top religious festivals to honor one of their handful of crazy Gods in one of the most dishonorable ways.

These Majestic creatures are paraded around on display and the people don't even bother hiding the clearly evident scarring around their legs and other parts of their bodies.
Open wounds and scar tissue are testament to the pain and suffering these mighty animals have endured and when they world shows it's outrage Kerala, like Yulin, China hides behind the "It's Tradition" excuse, like they think that makes all the torture these elephants suffer somehow, OK.

Kerala official instead of actually working on the problem and implementing something similar to the "capture-neuter-release" program most places do with cats, took the easiest possible way out of their problem.
These evil half-witted Kerala Officials decided their best course of action was to form an alliance with someone who is just as evil as they are.
In this case Kerala has made a deal with the devils who reside in Yulin, China.
So instead of facing their problem they act like cowards and as a bonus, they double down on their inhumane treatment of animals by selling these stray dogs to Yulin so they could be tortured, slaughtered and then eaten.
Kerala's decision has presented Wildlife Planet with a conundrum. Deciding which of these two Cities will be our winner for the most sickening, morally corrupt, abhorrent places on Earth.
I believe this year Wildlife Planet may just have to just call it a tie.
